Commission terminates anti-dumping duties on imports of hot-rolled flat steel from Ukraine

Today, the Commission has terminated an ongoing expiry review investigation concerning anti-dumping measures on imports of hot-rolled flat steel products from Ukraine and thus anti-dumping duties on said imports from Ukraine are no longer in place.

This follows Eurofer’s withdrawal of their request for an expiry review with respect to imports from Ukraine on the grounds that EU industry is not likely to be injured by these imports given the current state of Ukraine’s steel industry.

The collection of anti-dumping duties on imports of hot-rolled flat steel (HRFS) products from Ukraine had already been temporarily suspended on 4 June 2022 as part of the measures taken by the Commission to support Ukraine’s economy, including temporary full trade liberalisation and the suspension of trade defence measures.

The expiry review on the anti-dumping duties on imports of HRFS will continue as regards imports from Brazil, Iran and Russia. The respective duties on imports from these countries remain in force pending the outcome of the investigation. 

HRFS products are used as primary materials for various steel products, with applications in construction, shipbuilding, gas containers, cars, pressure vessels and energy pipelines.
