In April 2018 the EU and Mexico reached an ‘agreement in principle’ on the modernisation of the trade part of the EU-Mexico Economic Partnership, Political Coordination and Cooperation Agreement (the “Global Agreement”). The final technical details on public procurement were concluded in April 2020. On 17 January 2025, the EU announced the conclusion of negotiations on a modernised Global Agreement with Mexico. 

In view of the Commission's transparency policy the Commission is publishing the texts related to the trade-related components of the modernised EU-Mexico Global Agreement. These encompass the texts finalised in 2018 and those that have been subject to additional discussions up to January 2025.

The texts are published for information purposes only and may undergo further modifications including as a result of the process of legal revision. These texts are without prejudice to the final outcome of the agreement between the EU and Mexico.

The texts will be final upon signature. The agreement will become binding on the Parties under international law only after completion by each Party of its internal legal procedures necessary for the entry into force of the Agreement (or its provisional application).
