On 26 January 2022, the EU requested consultations with Egypt with regard to registration requirements for the importation of certain categories of goods from the European Union into Egypt. Since 2016, foreign factories and companies wishing to import certain goods into Egypt are required to register with the Egyptian authorities. The registration requirements currently cover 29 categories of goods. The EU considers that these requirements place import restrictions on the covered goods and as such violate WTO rules.
Relevant WTO provision: Articles VIII:1(c), VIII:3, X:1, X:3(a), and XI:1 of GATT 1994; Article 4.2 of the Agreement on Agriculture; and Articles 1.2, 1.5, 3.3, 3.5(e) and 3.5(f) of the Import Licensing Agreement.
