On 20 January 2022, the EU requested consultations with Russia on measures that restrict exports of certain wood products to the EU since 1 January 2022. These measures consist of very significant increases of export duties, in excess of Russia’s bound rates in its Schedule of Concessions and Commitments, and of a drastic reduction of the border crossing points through which those exports take place. These measures apply on certain wood products falling under tariff line 4403, and in particular coniferous wood.

Relevant WTO provision: - Article II:1(a) of the GATT 1994 -Paragraph 2, second sentence, of the Protocol on the Accession of the Russian Federation (WT/MIN(11)/24, WT/L/839) in conjunction with paragraphs 638 and 1450 of the Report of the Working Party on the accession of the Russian Federation to the WTO (WT/ACC/RUS/70, WT/MIN(11)/2) - Article XI:1 of the GATT 1994 - Article XIII:1 of the GATT 1994 - Article I:1 of the GATT 1994 - Paragraph 2, second sentence, of the Protocol on the Accession of the Russian Federation (WT/MIN(11)/24, WT/L/839) in conjunction with paragraphs 668 and 1450 of the Report of the Working Party on the accession of the Russian Federation to the WTO (WT/ACC/RUS/70, WT/MIN(11)/2)
