On 27 August 2018, the United States requested consultations with the Russian Federation concerning the imposition by the Russian Federation of additional duties with respect to certain products originating in the United States. The United States claimed that the measures appear to be inconsistent with: Articles I:1, II:1(a) and II:1(b) of the GATT 1994.
Panel and Appellate Body proceedings:
On 22 November 2018, the United States requested the establishment of a panel. At its meeting on 4 December 2018, the DSB deferred the establishment of a panel. At its meeting on 18 December 2018, the DSB established a panel. Brazil, Canada, China, the European Union, Egypt, India, Indonesia, Japan, Kazakhstan, Malaysia, Mexico, New Zealand, Norway, Qatar, Saudi Arabia, Singapore, Switzerland, Chinese Taipei, Thailand, Turkey, Ukraine and Venezuela reserved their third-party rights. On 8 January 2019, the United States requested the Director-General to compose the panel. On 25 January 2019, the Director-General composed the panel.
