On 28 November 2017, Canada requested consultations with the United States concerning certain countervailing measures with respect to softwood lumber products from Canada. Canada claimed that the measures appear to be inconsistent with: AArticles 1.1(a), 1.1(b), 2.1(a), 2.1(b), 10, 11.2, 11.3, 14(d), 19.1, 19.3, 19.4, 21.1, 21.2, 32.1, and 32.5 of the SCM Agreement; and AArticle VI:3 of the GATT 1994.
Status
On 15 March 2018, Canada requested the establishment of a panel. At its meeting on 27 March 2018, the DSB deferred the establishment of a panel. At its meeting on 9 April 2018, the DSB established a panel. Brazil, China, the European Union, Japan, Kazakhstan, Korea, the Russian Federation, Turkey and Viet Nam reserved their third-party rights. On 27 June 2018, Canada requested the Director-General to compose the panel. On 6 July 2018, the Director-General composed the panel.
