Norway has challenged a definitive anti-dumping measure which was imposed by the EC by a Council Regulation of 17 January 2006 against Norwegian farmed Salmon. This measure replaced an earlier provisional anti-dumping measure according to which ad valorem duties ranging from 6,8 to 24,5 % were applied as of 27 April 2005.

A panel was composed by the WTO Director-General on 2 August 2006. The first written submission by Norway was submitted on 21 September 2006 and the first written submission of the EC was submitted on 30 October 2006. The first substantive meeting with the parties took place on 12-13 December 2006. Rebuttal submissions and answers from to questions from the Panel to the parties have been filed on 15 January 2006, followed by the second substantive meeting on 6-7 February 2007. The final report is scheduled for likely circulation in June 2007.

Status

On 17 March 2006, Norway requested consultations with the European Communities concerning Council Regulation (EC) No. 85/2006 of 17 January 2006 imposing a definitive anti-dumping duty and collecting definitively the provisional duty imposed on imports of farmed salmon originating in Norway. On 27 March 2006, Norway supplemented its initial request for consultations. On 29 May 2006, Norway requested the establishment of a panel. At its meeting on 9 June 2006, the DSB deferred the establishment of a panel. At its meeting on 22 June 2006, the DSB established a panel. Canada; China; Hong Kong, China; Japan; Korea and the United States reserved their third-party rights.

On 27 July 2006, Norway requested the Director-General to compose the panel. On 2 August 2006, the Director-General composed the Panel. The Panel meetings took place on 12-13 December 2006 and 6-7 February 2007. The Panel report is expected to be circulated to the Members in July 2007.
