EU modifies regulation to facilitate steel trade from Great Britain to Northern Ireland under the Windsor Framework

Today the Commission amended the EU’s steel safeguard regulation to create two new tariff rate quotas (TRQs) for steel products released for free circulation in Northern Ireland from other parts of the UK.

The two TRQs will apply exclusively to steel products in categories 7[1] and 17[2] of the Steel Safeguard Regulation and will come effect on 1 July 2023.

Part of the joint solutions announced in Windsor in February 2023, the creation of these two new TRQs was made possible by an amendment of the EU’s Regulation – also published today -- on the application of Union tariff rate quotas and other import quotas.

Northern Ireland companies will now be able to use the EU's steel TRQs to access UK-origin steel in the afore-mentioned categories without needing to pay the 25% tariff linked to the EU safeguard measures currently in place for steel imports into the EU.
