The update brings the list in line with the decisions taken in the multilateral Export Control Regimes Wassenaar Arrangement (WA), Missile Technology Control Regime (MTCR), Australia Group (AG) and Nuclear Supplier Group (NSG) in 2023.
This update mainly provides for the addition of new dual-use goods to the list, e.g.
- new types of plants and equipment in the nuclear field in entry 0B004, such as «Combined Electrolysis and Catalytic Exchange (CECE) plants», «Combined Industrial Reforming and Catalytic Exchange (CIRCE) plants», «Bithermal Hydrogen-Water exchange (BHW) plants» in 0B004.a, and «Complete columns or towers specially designed or prepared for hydrogen isotope exchange» in subentry 0B004.b, as per NSG decision),
- additional toxins and chemical precursors (new sub-entry 1C350.90 for Dipropylamine and 1C351.d.24 for Neosaxitoxin), as per AG decision),
- equipment related to noise reduction (in sub-entry 8A002.o as per WA decision).
The update also provides for the modification of control parameters of e.g. signal analysers and converters, as agreed in the WA, and the update of the technical definitions and descriptions (of e.g. vibration test and telemetry equipment, as agreed in the MTCR).
Subject to the Council and the European Parliament raising no objections within a period of 2 months, the Commission Delegated Regulation (Ref. C(2024)6093) will be published in the Official Journal of the EU and will enter into force on the day following that of its publication.
