EU-Azerbaijan trade relations are based on a Partnership and Cooperation Agreement (PCA), which has been in force since 1999. The PCA does not include tariff preferences, but it eliminates trade quotas between the EU and Azerbaijan, with the aim of drawing Azerbaijan's standards closer to those of the EU.
The EU and Azerbaijan launched negotiations for a new comprehensive agreement in February 2017.
The negotiations include talks to enhance trade relations between the EU and Azerbaijan. After seven negotiating rounds on trade, the talks have been on hold since February 2022.
Azerbaijan applied to join the World Trade Organisation (WTO) in 1997. Its WTO accession negotiations are ongoing,
Trade picture
- The EU is Azerbaijan's main trading partner, accounting for around 41.2% of Azerbaijan's total trade.
- The EU continues to be Azerbaijan's biggest export market, with a 63.3% share of Azerbaijan's exports and a 13.2% share of Azerbaijan's imports.
- EU imports from Azerbaijan chiefly consist of mineral fuels, lubricants and related materials, and chemicals and related products.
- EU exports to Azerbaijan are dominated by machinery and transport equipment. Other EU exports to Azerbaijan include mainly chemicals and related products, and manufactured goods and articles.
The EU and Azerbaijan
The EU supports closer trade and economic integration with Azerbaijan through the European Neighbourhood Policy (ENP) and its Eastern Partnership policy. The Commission and the European External Action Service (EEAS) prepare regular reports where they assess progress. The latest report was released on 15 July 2022.

The EU and Azerbaijan meet periodically to discuss issues and best practices and oversee the proper functioning of the Agreement.
