In the Communication on the Trade Policy Review of 18 February 2021, the Commission undertook to explore options for an EU strategy for export credits. This commitment was followed by the Feasibility Study on an EU Strategy on Export Credits published in May 2023 (prepared for the Commission by an independent consultancy firm), and the Joint Staff Working Document 'Main outcomes of the mapping of external financial tools of the EU' of 11 April 2023. Based on these documents, the Commission, in close cooperation with the Council Working Group on Export Credits, defined priority work streams for the development of the export credits strategy.
One of the priority work streams is the enhanced coordination of EU external financial tools between export credit agencies of the EU Member States and EU development finance providers (including the Commission, the European Investment Bank and Member States’ development finance institutions). This whole-of-government approach should contribute to the implementation of the EU Global Gateway strategy. In 2023, the Commission, along with the above-mentioned stakeholders and private sector companies, embarked on few selected pilot projects to gather first practical experience. In parallel, it established an Expert Group on Enhanced Coordination of EU financial tools, whose first meeting took place on 18 January 2024. In this meeting of the Civil Society Dialogue, the Commission will provide an update on the work on the EU export credit strategy and in particular on the process of the enhanced coordination.
