Civil Society Dialogue on the EU anti-coercion instrument

The purpose of this meeting is to present the objectives and the functions of the upcoming new instrument and to offer insights of the political agreement that should be reached in early June.

The European Parliament and the Council are expected to reach a final political agreement on the EU anti-coercion instrument in early June. The regulation should enter into force later this year. 

The purpose of this meeting is to present the objectives and the functions of the upcoming new instrument and to offer insights into the political agreement that should be reached in early June. Participants will have the opportunity to ask their questions.

The anti-coercion instrument is designed to ensure the protection of the interests of the EU and Member States in case of economic coercion – namely when a third country pressures the EU or a Member State into a particular choice, in any areas of their competence, through measures affecting trade or investment. The primary objective is to deter third countries from using economic coercion towards the EU or a Member State. The new regulation would provide for a series of steps with the objective of stopping the coercion, and as a last resort, would make available tools for counteraction. The new regulation would contain a provision dedicated to international cooperation with regard to economic coercion.

The Commission put forward the legislative proposal in December 2021, following up on requests by the Parliament and Member States that a new instrument must be created to address the issue of economic coercion.
