CSD on the ex-post evaluation of the implementation of the trade pillar of the EU-Central America Association Agreement - interim report

The trade pillar of the EU-Central America Association Agreement has been provisionally applied since 1 August 2013 with Honduras, Nicaragua and Panama, since 1st October 2013 with Costa Rica and El Salvador, and since 1 December with Guatemala. This comprehensive and ambitious Trade Agreement covers elimination of tariffs on trade in goods, a reduction of non-tariff barriers to trade in goods, services and investment (market access), and provisions on competition, government procurement, protection of intellectual property rights, transparency in regulation, while integrating the objective of sustainable development in all those areas. 

The European Commission’s Directorate-General for Trade awarded a contract for an “Ex-post evaluation of the implementation of the trade pillar of the EU-Central America Association Agreement to BKP Economic Advisors GmbH (BKP). The Draft Interim Report of the ex-post evaluation study presents: i) infographics of the six Central American countries; ii) a comparison between the finding of the Sustainable Impact Assessment (2009) and the preliminary finding of the interim report, iii) preliminary findings on economic, social, environmental, trade and sustainable development and human rights issues; iv) four specific case studies. 

The purpose of this meeting is to present to EU Civil Society Organisations the current state of the evaluation process as presented in the draft interim report, exchange views on it and collect feedback from civil society.

The draft interim report and its annexes will be published two weeks ahead of the Civil Society Dialogue. Registered participants will be informed of the publication.
