In April 2018 the EU and Mexico reached an ‘agreement in principle’ on the modernisation of the trade part of the EU-Mexico Economic Partnership, Political Coordination and Cooperation Agreement (the “Global Agreement”). The final technical details on public procurement were concluded in April 2020. On 17 January 2025, the EU announced the conclusion of negotiations on a modernised Global Agreement with Mexico. 

On 3 September 2025 the European Commission adopted proposals for Council Decisions on the signature and conclusion of the EU-Mexico Modernised Global Agreement (MGA) and of the interim Trade Agreement iITA).

The texts are presented as two parallel legal instruments:

  1. The EU-Mexico Political, Economic and Cooperation Strategic Partnership Agreement, also known as the ‘Modernised Global Agreement’ (MGA), which includes a) a political and cooperation pillar, and b) a trade and investment pillar (inclusive of investment protection provisions), and;
  2. an interim Trade Agreement (iTA) covering only those trade parts of the MGA that are of exclusive EU competence, 

The ITA will expire and be replaced by the MGA upon the MGA’s full entry into force, following its full ratification.

In view of the Commission's transparency policy the Commission previously published texts related to the trade-related components of the modernised EU-Mexico Global Agreement. These encompassed texts finalised in 2018 and those that have been subject to additional discussions up to January 2025.

The Commission is now publishing the text of the EU-Mexico interim Trade Agreement (iTA), as transmitted to the Council of the European Union and the European Parliament.

The texts resulting from negotiations have undergone thorough legal revision and will be final upon signature. The agreement will become binding on the Parties under international law only after the completion by each Party of its internal legal procedures necessary for the entry into force of the Agreement (or its provisional application).
