In this dispute, the EU challenges anti-dumping measures on light commercial vehicles (LCVs) from Germany (29.6%) and Italy (23%) imposed on 14 May 2013 by the Eurasian Economic Commission (EAEC). Unless extended, these duties will be applied until 15 June 2018. In 2012, the exports of LCVs from Germany and Italy to the Customs Union (Russia, Belarus and Kazakhstan) were worth around 120 million EUR.

Those measures present several systemic concerns, in particular with regard to the definition of the domestic industry, injury and causation analysis and transparency.

Status

At its meeting on 20 October 2014, the DSB established a panel. On 18 December 2014, the Director-General composed the panel. On 11 June 2015, the Chair of the panel informed the DSB that the panel's work had been delayed as a result of a lack of available experienced lawyers in the Secretariat and that it does not expect to issue its final report to the parties before the end of 2016.

Following the resignation on 1 December 2015 of the Chairperson and a member of the Panel, the Director-General on 11 December 2015 appointed a new Chairperson and a new member of the Panel. The first substantive meeting with the parties took place on 9 and 10 March 2016.
