Summary of the case

Panama is challenging that Colombia has established indicative prices for specific goods in order to determine the value of products for the purpose of levying customs duties and internal taxes. Panama is further challenging a Colombian measures which provides that specific goods coming from Panama shall be imported exclusively through two designated ports.

Relevant WTO provision: With regard to the indicative prices: Article VII of the GATT 1994 and Articles 1-7 and 13 of the Agreement on Customs Valuation and the general Notes in its Annex I as well as Article III:2 of the GATT 1994.
