Consultations held on 31 Jan. 2003. Panel established on 31 Mar. 2003. Panel composed. The preliminary ruling by the panel of 25 June regarding the consistency of the US panel request of 6 Mar. 2003 was circulated to WTO members on 21 July 2003 upon request of the US. On 30 June a second request to establish a panel was made, the panel was established on 11 July. The panel report circulated on 6 Apr. 2004. On 3 June the US appealed.
