The EC considers that the sunset review of these measures and certain aspects of the US legislation on sunset review are in breach of the WTO provisions. The main issues are the treatment on non-cooperation, the definition of 'de minimis' dumping margin, the cumulation of imports on the injury analysis and the negligibility of the import volumes.
