Why we are consulting
Article 14 of Regulation (EU) 2022/1031 establishing an International Procurement Instrument requires the Commission to review the scope, functioning and efficiency of the Regulation and report its findings to the European Parliament and the Council.
The consultation will allow the Commission to collect evidence and views from stakeholders on the IPI Regulation, in particular with regard to:
- the scope of application of the IPI;
- the rules of determination of origin;
- the efficiency of the online tool designed to file a complaint on procurement market barriers in non-EU countries;
- IPI investigations and consultations with non-EU countries;
- the efficiency of the thresholds for the application of IPI measures;
- the form and scope of IPI measures;
- the implementation of obligations on successful tenderers;
- exceptions to IPI measures.
The objective is to seek information from stakeholders to assess the functioning of the current IPI Regulation.
